The Skills Link program assists youth facing barriers to employment (such as single parents, Aboriginal youth, young persons with disabilities, recently arrived immigrants, youth living in rural and remote areas and those who dropped out of high school) obtain the knowledge and develop the broad skills base and work experience that will be necessary for them to participate in the job market.

Skills Link provides a client-centred approach which is built on an assessment of the specific requirements of individual youth. The program assists youth in developing either basic or advanced employment skills. Participants gain from a coordinated approach, which provides longer term supports and services that can help them find and keep a job.

The Policy on Government Security (PGS) requires that employees who, while performing their duties, only have access to classified government assets or information , if they hold security clearances. This applies to employees of the Government of Canada, members of the Canadian Forces or individuals under contract to a federal government department. CSIS may provide security assessments to all federal government departments and institutions. Ultimately, the final decision of whether to grant or deny security clearances is the decision of each department.

Pilot Project 15

On October 12, 2010, the Government re-introduced the Extended Employment Insurance (EI) Benefits pilot project. This provides EI claimants an extra 5 weeks of regular EI benefits, up to a limit of 45 weeks, in 21 specific EI economic regions. This pilot project ends at the end of next September, or sooner in regions where the unemployment rate has been less than 8% for 12 consecutive periods.

The unemployment rate in the EI economic region of St. John’s, Newfoundland and Labrador has been significantly below 8% for the last year. As a result, the Extended EI Benefits pilot project ends there this month. It will continue in the remaining participating EI economic regions. Claimants in the St. John’s region will also continue to be included in the Best 14 Weeks and Working While on Claim pilot projects.

Climate change is easily observed through changes in average conditions and variability of climate. We will see more flooding due to high-intensity rainfall and storm surges, ice and wind storms, heat waves and drought. Reduced water quality and quantity will be experienced on a seasonal basis in all regions of Canada. Changing climate will create new risks in some areas, such as the spreading of vector-borne diseases into areas where climate conditions presently inhibit survival of their vector hosts.

Alternatively, there will be longer and warmer growing seasons, which could increase productivity and permit cultivation of new and potentially more profitable crops and tree species. Decreased sea-ice, river-ice and lake-ice cover will permit longer shipping seasons. Increased marine transport in the Arctic will provide opportunities for economic growth. As is the case for all natural systems, the magnitude of negative impacts can be reduced via adaptation.

TREASURY BOARD SUBMISSIONS

A joint submission is required when authorities or resource issues involve more than one federal organization under separate ministries. Co-signatures are required when more than one minister is directly involved. In some instances, a federal organization may draft a Treasury Board submission seeking authorities or resources on behalf of other federal organizations. Only the minister sponsoring such omnibus submissions is required to sign it unless the ministers of the other participating federal organizations are seeking specific authorities or incremental resources, in which case the submission must also be signed by those ministers.

At this point, federal organizations should take steps internally to deliver a submission in compliance with the Secretariat’s comments and timelines. Most deputy heads’ offices have specific timelines to arrange for proper briefing and complete the sign-off process.

It would be nice to organize something connected with this event to ensure that the director has the best possible time while she’s visiting. Any such activities would, however, need to be quite short, as she will already have quite a full schedule. Please send me any ideas you have, and we can hold a short meeting on Thursday afternoon to discuss submissions and make final plans.

The “Dust Bowl” of the 1930s is often considered the worst drought in North American history. But now, research using tree ring data tells us that earlier droughts on the Canadian Prairies were not only longer, but also more severe.

Low water levels usually result in less moisture in the soil and less water for vegetation. Trees respond to this reduced water supply by forming narrow rings. Additionally, they show changes in the density and chemistry of their wood. These discoveries regarding past droughts are very important because they give us a much clearer idea of long-term drought trends, which government and private sector agencies can use to develop more accurate planning and practical responses for risk management. A very important example is that of hydroelectric power companies, which can incorporate this information to design systems that will maintain minimum energy supplies even under the most severe drought conditions.

At present, there is no minimum age requirement for an individual to be eligible to make contributions under the Canada Elections Act. Enabling such contributions is an important aspect of inclusion to assist in ensuring that those who reach voting age have opportunities to become familiar with our democratic system beforehand. Young people, like all persons, are free to provide volunteer services, as such services do not constitute financial contributions. They are also free to make monetary contributions as they feel appropriate, so long as they do not violate the laws of the Act.

Additional age-specific reporting requirements would single out youth participation, perhaps discouraging it. Moreover, insofar as any person could be used to improperly channel secret contributions, the very young are the least likely to be chosen, since significant contributions made through them raise suspicions.

The Pension Appeals Board is responsible for hearing appeals which arise because of decisions of the Review Tribunals of the Office of the Commissioner. Contrary to the first two levels in the appeals process, claimants must request permission to appeal by writing to the Pension Appeals Board.

Claimants should expect to wait at least two months before permission is granted or refused and up to one year before the case is heard. During this time, claimants should gather any additional evidence needed to support their cases. Unfortunately, there exists an excess of claimants asking for last-minute adjournments, owing to their not being ready to proceed by the hearing date. Claimants should provide new information as soon as it becomes available. Since all concerned parties need time to consider material prior to the hearing, if information is provided without sufficient notice, there is a risk of mandatory adjournment of the hearing.

Bees are essential to the reproductive cycles of most flowering plants and thus to the ecosystem itself, by supporting plant populations that other animals and birds rely on for food and shelter. If the proper environments don’t exist for these bees, they cannot survive to continue pollinating the plants.

Our only native bees that form colonies are bumble bees. Most native bees nest in a wide variety of habitats including soil, wood and cavities and can pollinate a wide variety of flowers or form an intricate relationship with a single plant species. Unlike honey bees, whose hives can be moved closer to food supplies, native bees cannot easily relocate. If the land is altered, their food supply and home are disturbed, they cease to exist. However, city planners are able to integrate bee-friendly green spaces into neighborhoods, and farmers can provide bees with necessary conditions for diverse communities.

This is true even if the client states that he or she has already contacted us within the normal processing timeframe . Incorrectly using code 511 is an error _______30______ by both regular agents and resource officers whose responsibility is to verify the forms once they are completed by the regular agents. Our procedures database has been updated to stress these important issues.

The Supreme Court of Canada adjudicates on all areas of the law and on all cases; not only the provincial/territorial courts, but also the federal court system. Contemporary appointments to the Supreme Court are made on the advice of the Prime Minister. To this end, the Minister of Justice compiles a short list of candidates using input from the provincial law societies.

Candidates must have been a member of a provincial or territorial law society for a minimum of ten years, or have experience as a judge in a superior court. In addition, at least three Supreme Court judges are required to have come from Quebec. This ensures that the Court has sufficient expertise in the province’s civil law code. It is expected that the Court include at least one judge from Atlantic Canada, a minimum of two judges from Western Canada, and three judges from Ontario.

On Tuesday, the Deputy Minister announced the appointment of Ms. Sylvie Morin to the position of Director of Public Affairs for PWGSC. Recently, serious questions have been raised about the environmental effects of radioactivity in the Otish Mountains. Fundamental facts about 37 different radioactive materials in the ore body mined there are absent from the Environment Impact Study conducted, most notably the probable effects on the environment, the food chain, and the human body.

After the mines have closed and the mining companies have left, there will be no more revenues to pay for maintenance or decontamination efforts, and resources for these operations will be hard to come by. Countless important rivers flow in many different directions from the Otish Mountains, providing pathways for radioactive contamination to be spread over very large areas. It is easy to see that the Otish Mountains are the worst possible place to locate a reservoir of millions of tons of finely-divided sand-like radiotoxic materials.

Under the theme “Cyber and Space: Challenges in the Global Commons – Preparing the Military for the Unpredictable”, the Defence S&T Symposium will unite military and civilian leaders, the scientific community, industry and allied colleagues to share interdisciplinary knowledge which crosses organizational boundaries. Specifically, sessions will explore the nature and importance of space and cyber domains for defence and security. The Defence S&T Symposium is unique in Canada. It provides military and civilian leaders with an annual opportunity to discuss the latest trends in emerging military concepts, technologies, applications and solutions in the defence and security environment, from both a current and future perspective.

Tribal Councils must be incorporated under provincial or federal legislation and must keep their corporate affairs in good standing to be eligible for further government funding. Chiefs or other representatives from member communities comprise a Board of Directors, overseeing the provision of advisory and other common services to member communities. Tribal Councils are primarily accountable to member First Nations and have flexibility in managing the delivery of advisory services or programs, which nonetheless must be consistent with the Department of Indian Affairs’ responsibility to account for public funds. Tribal Councils are obliged to provide advisory services such as economic development and community and technological planning to their members, approximately 80% of the on-reserve population.

The Workplace Hazardous Materials Information System (WHMIS) requires chemical suppliers to provide all employers with complete information on the hazards and dangers of materials produced or used in Canadian workplaces via product labels and material safety data sheets (MSDS). A product’s MSDS must fully disclose all hazardous ingredients in the product, its toxicological properties, any safety precautions workers need to be mindful of, and appropriate first aid treatment.

Should a supplier or employer want to protect confidential business information (CBI), such as the chemical identity of one or more trade-secret hazardous ingredients, it is necessary to file a claim with the Hazardous Materials Information Review Commission (HMIRC) in order to receive an exemption from having to disclose that information. A registry number, issued by HMIRC, must be shown on the MSDS and for certain claims, on the label, for that product to be legally available on the Canadian market.
